Abstract
The paper considers approaches to the definition of the concepts of "soft power" and "humanitarian diplomacy". It is noted that the differences in the definitions of "soft power" are due to national traditions of understanding this phenomenon. The specifics of Western and Eastern concepts of "soft power" are described. In the Western interpretation "soft power" is a set of certain tools that are already implemented in the system of state communications. In the Eastern model, "soft power" is realized by the state through the transmission of culture rather than political or ideological values. The article presents approaches to understanding humanitarian diplomacy, as well as considers the main challenges faced by the global community
