Abstract
The article is devoted to the initial period of the formation of new forms of power at the turn of the 1980—1990s. Based on the assessments of well-known politicians and historians, the author analyzes the evolution of political and social processes in the USSR during the perestroika period. On the example of the activities of the Council of People's Deputies of Togliatti, the specifics of the work of this authority in the transition period are shown
